FACT: "Non-citizens" are already NOT ALLOWED to vote in the United States Federal elections under the Illegal Immigration Reform and Responsibility Act of 1996. "No state" can allow Non-citizens to vote and in most local elections either. FURTHERMORE: if the "bi-partisan negotiated" Border-Migrant agreement, which "TRUMP CAMPAIGNED AGAINST", had been allowed to be voted upon, such a theory wouldn't even exist.
