Grijalva Commends Improvements to Distressed Asset Stabilization Program

WASHINGTON, D.C. – Congressman Raúl M. Grijalva (D-AZ) released the following statement today after the Department of Housing and Urban Development announced enhancements to the Distressed Asset Stabilization Program (DASP), which has served to purchase severely delinquent loans since 2012. In April, Rep. Grijalva wrote HUD Secretary Julian Castro raising concerns about these properties being sold off by the government at rock bottom prices to the same financial institutions that caused the housing market to crash. Grijalva suggested HUD should better utilize community-based entities. The enhancements announced today move in that direction by establishing a preferential bidding option pilot for non-profit buyers.

The program funds target foreclosure prevention efforts run by state housing finance agencies in states hit hardest by the economic and housing market downturn. Grijalva Praises FHFA for Including Veteran Status in Home Loan Application

WASHINGTON, D.C. – Congressman Raúl M. Grijalva (D-AZ) released the following statement after the Federal Housing Financing Agency (FHFA) directed Fannie Mae and Freddie Mac to develop a new universal loan application dataset (ULAD) that will capture information about a borrower's current and prior military service. FHFA will use the ULAD as the basis for an updated uniform residential loan application (URLA). The move comes after Rep. Grijalva led 45 of his Congressional colleagues in calling for a veteran status identifier to be included on the URLA to ensure more veterans are aware of VA home loan options, and to obtain vital data on how many veterans obtain VA home loans.

The U.S. Department of Housing and Urban Development (HUD) announced today that it is making $189 million in grants available through a pair of programs that aim to revitalize community quality of life. The Choice Neighborhoods FY 2010 program, which is offering $65 million, includes local governments, non-profits, and for-profit developers in residential planning to improve housing quality, improve local schools and increase neighborhood work access. The HOPE VI FY 2010 program identifies qualifying public housing projects and develops them into mixed-income communities centered around houses, duplexes and row houses rather than large tenements. The Tohono O'odham KiKi Association (TOKA) received a $5.7 million Indian Housing Block Grant Aug. 4 from the Department of Housing and Urban Development. The money will be eligible for a number of uses, including housing development, family and individual housing services, crime prevention and safety, and model activities that provide creative approaches to solving affordable housing problems.

The recipients of new Department of Housing and Urban Development (HUD) grants include Family Housing Resources, which received $5.1 million under HUD's Section 202 program; Tucson's La Frontera Center, which received nearly $1.66 million under the Section 811 program for persons with disabilities; Maricopa County, which received a Community Development Block Grant (CDBG) of $2.4 million and an Emergency Shelter Grant (ESG) of $98,000; and the City of Avondale, which received a CDBG of just over $545,000.

Rep. Raúl M. Grijalva today introduced a bill with Rep. Marcy Kaptur to create a "Right to Rent" (R2R) for homeowners facing foreclosure. The bill allows a family receiving a foreclosure notice to petition a judge to stay in their home as renters under a 5-year lease. The judge would appoint an independent appraiser to set fair market rental value, which would be allowed to rise with inflation.
