Washington, D.C. – Congressman Raul Grijalva (D-AZ) released the following statement after reintroducing the Border Security and Accountability Act of 2017, a comprehensive approach to border security that places the needs of Borderlands communities at the center of all security efforts. Among other features, the Act establishes a humane and accountable border security strategy, modernizes border infrastructure and increases personnel at Ports of Entry, and protects the unique ecosystems of the Borderlands. “The false narrative propagated by President Trump and Republicans that border security is only achieved through militarization must stop,” Rep. Grijalva said. “As we have witnessed time and time again, continuing to build walls, mobilize border patrol agents, and installing costly equipment has created more problems than have been solved. A comprehensive and sensible approach to border security spans well beyond only walls and militarization, and it begins with taking into account the needs of the more than 197 million people who call the border region home. The Border Security and Accountability Act, which I am proud to re-introduce, is a sane, timely, and just approach to securing our borders that prioritizes the unique needs of borderland communities and their ecosystems.
“Unlike Trump’s plan, this bill is not an enforcement-only approach and it doesn’t waste $2.3 billion of taxpayer money on walls that do nothing to enhance security. It does not instigate fear in immigrants or create anxiety for businesses. And it doesn’t dispel environmental protections, undermine civil and human rights, disregard tribal sovereignty, or stifle commerce and trade.
“On the contrary, this bill focuses on addressing the complexities of our borderlands. It ensures that the federal government is not able to do away with any and all environmental protections under the false pretense of border security. It takes into account the adverse effects of artificial barriers on wildlife and Borderlands ecosystems. It improves commerce and cross-border trade by modernizing and expanding border infrastructure at land ports of entry like those in Nogales and San Luis, Arizona. In essence, the Border Security and Accountability Act emphasizes the need to have the voices of stakeholders who live, work, and travel in the region as front and center not as mere afterthoughts.”
Washington, D.C. – El congresista Raúl Grijalva (D-AZ) dio a conocer la siguiente declaración después de reintroducir la Ley de Seguridad y Responsabilidad Fronteriza de 2017, un enfoque integral a la seguridad fronteriza que mantiene las necesidades de las comunidades fronteriza al centro de todo esfuerzo. Entre otras características, la Ley establece una estrategia de seguridad fronteriza humana y responsable, moderniza la infraestructura de puertos de entrada, aumenta el personal en los puertos de entrada, y protege los ecosistemas de las fronteras. La Ley viene días antes de que la Cámara de Representantes considere un paquete de leyes de apropiación que de seguridad nacional que incluyen el financiamiento del muro fronterizo.
“La falsa narrativa propagada por el Presidente Trump y los republicanos que la seguridad fronteriza sólo se logra militarizando nuestra frontera debe detenerse”, dijo el representante Grijalva. “Como hemos visto tiempo tras tiempo, construyendo más muros, movilizando más agentes de patrulla fronteriza e instalando más equipos costosos, ha creado más problemas de los que se han resuelto. Un enfoque integral y razonable de la seguridad fronteriza se extiende más allá de los muros y la militarización, y comienza considerándose las necesidades de más de 197 millones de personas, quienes llaman hogar a la región fronteriza. La Ley de Seguridad y Responsabilidad Fronteriza, de la cual me siento orgulloso de volver a presentar, es un enfoque sano, oportuno y justo para asegurar nuestras fronteras que da prioridad a las necesidades únicas de las comunidades fronterizas y sus ecosistemas”.
“A diferencia del plan de Trump, este proyecto de ley no se enfoca solo en el cumplimiento de la seguridad ni en desperdiciar el dinero de los contribuyentes estadounidenses con $2.3 mil millones de dólares en muros fronterizos que no hacen nada para mejorar la seguridad. No instiga el miedo en los inmigrantes, ni crea angustia para las empresas. Y no disipa las protecciones ambientales, socava los derechos civiles y humanos, desprecia la soberanía tribal y suprime a las industrias comerciales.
“En su lugar, este proyecto de ley se centra en abordar las complejidades de nuestras fronteras. Asegura que el gobierno federal no tenga la capacidad de acabar con todas y cada una de las protecciones ambientales bajo la falsa pretensión de seguridad fronteriza. Toma en cuenta las consecuencias adversas de los obstáculos en la vida silvestre y los ecosistemas. Facilita el comercio transfronterizo al modernizar y ampliar la infraestructura fronteriza en los puertos de entrada terrestres como los de Nogales y San Luis, Arizona.
En esencia, la Ley de Seguridad y Responsabilidad Fronteriza hace hincapié en la necesidad de que las voces de las partes interesadas que viven, trabajan, y viajan en la región sean frente y centro y no ideas tardías”.
